Proposed Renewal of the ID/RD & HCBS Waiver Program
SUBJECT: Proposed Renewal of the Intellectually Disabled and Related Disabilities Home and Community-Based Services Waiver Program
The South Carolina Department of Health and Human Services (SCDHHS) gives notice that a draft of the waiver renewal document for the Intellectually Disabled/Related Disabilities (IDRD) home and community-based services (HCBS) waiver will be submitted to the Centers for Medicaid and Medicare (CMS), and available for public review and comment.
The Department previously submitted the waiver proposal to CMS; however, due to CMS’ interpretation of new public notice requirements under regulation 42 CFR 441.304 (f), the state was directed to provide the document in its entirety for 30 days of public review. During this period the Department is approved to continue with waiver operations under a CMS granted temporary extension. The state plans to submit the waiver renewal document, including the HCBS transition plan on or before Sept. 29, 2015.
